Come to the IRVA conference Oct. 1–4 in Dayton, Ohio, and learn how Dale Graff and the Foreign Technology Division planted the seeds for what would famously become Project Stargate. You’ll also hear from a top-notch lineup of researchers, practitioners, and thought leaders, including talks by two additional Project Stargate legends: Paul H. Finding IRVA archives is a treasure hunt!
Basically, an archive is “the collection of records and materials created or received by an organization in the course of its activities, preserved because of their enduring value and as evidence of its functions and responsibilities.”
Sounds pretty dry when you realize “an archive is the collection of records and materials created or received by an organization in the course of its activities, preserved because of their enduring value and as evidence of its functions and responsibilities.” National Archives.
IRVA has archives, but they are scattered all over the world and finding them is, basically, a huge treasure hunt! There is much more to preserving archives than I have room for in the Newsletter but I will be giving a talk at the October Conference (and hoping to make it a fun event.)
According to current knowledge from the first IRVA Board Meeting in 1999, IRVA was gifted Russel Targ's non-profit, that was transferred through the IRS into a non-profit for IRVA's use.
I began by contacting IRVA's Connecticut office asking if they had any early documents and amazingly they did and sent me 7 individual copies by email. (They will keep the originals in the IRVA office). What a treasure trove! These give me the clues to begin the next step of the archive hunt! More next time!

PENETRATION: THE QUESTION OF EXTRATERRESTRIAL AND HUMAN TELEPATHY
INGO SWANN – first printed in 1998 by Crossroad Press, later published by Ingo Swann Books (Murleen S. Ryder, (2014) later to become Swann-Ryder Productions – with additional sections by Dr. Janet Mitchell and Thomas McNear.

In the first section Ingo begins his introduction to the spookiest material I have ever read. Here we learn of Ingo’s involvement in Psi research and his introduction to the enigmatic “Mr. Axelrod”. What follows this introduction is the recounting of an adventure that, if I hadn’t met Ingo, I could believe it was all fabricated. But knowing Ingo as a friend and colleague, I believe him! “Mr. Axelrod” gives Ingo specific instructions that lead to a very weird adventure!
What follows is Ingo’s meeting with contacts in Manhattan, being blindfolded and taken to an underground location. Here he meets “Mr. Axelrod” and is tasked with a very unusual remote viewing session – to view the back of the Moon! What he perceives and thinks about this experience, I will leave for you to discover!
Ingo goes on to write a middle section exploring current ideas: both speculative and factual about Earth’s Moon. He explores myths and legends as well as modern rumors regarding this natural satellite. Or is iit so “natural” he asks?
Finally, in his last section of Penetration, Ingo explores the concept that the Human mental ability known as telepathy has been actively discouraged by many authorities: the church, the government, skeptics! However, telepathy has been portrayed as one of the most robust of the paranormal abilities and is even brought out as “evidence” by some skeptics for other paranormal events!

Let’s do ARV together!
Whether you’d like to watch and follow along or actively participate, there’s a place for you as we do Associative Remote Viewing (ARV) together at the Applied Precognition Project’s free webinar at 1 p.m. PDT / 4 p.m. EDT on Sept. 20.
If you choose to join in, you’ll do your own ARV session and then submit your transcript for online judging and group discussion. Make sure you’re set up to email your digital transcript (scan or photo) to the APP team immediately after the session ends.

Volunteer of Month
Shane Stone
This month, we're proud to spotlight Shane Stone, a longtime pillar of the Applied Precognition Project. For many years, Shane has volunteered in a remarkable range of capacities — presenting at conferences, driving precognition programs across multiple regions, and hosting the APP's “Talk With” webinar series, where he brings researchers and practitioners together to share their work with the community. He also serves as Horse Racing Group Manager, guiding a dedicated niche within the broader precognition community. Shane's path to remote viewing began in the personal development industry, where he worked alongside intuitives and healers across a variety of modalities — an experience that continues to inform the depth and openness he brings to his work today.
Shane's curiosity spans both the practical and the technical. He's currently focused on direct viewing of outcomes involving more than two choices, such as horse racing, as well as on developing error detection and correction protocols to strengthen the reliability of remote viewing itself. His scientific interests extend well beyond precognition — he has published research on using laser light scattering to measure fractal objects and on fabricating curved solar panels to reduce aerodynamic drag. This blend of rigorous inquiry and hands-on volunteerism makes Shane exactly the kind of contributor who moves the field forward, and we're grateful for everything he brings to IRVA and the Applied Precognition Project.
