Luciano Arruda

President | Director

Luciano is a software professional with 20 years of experience in the Globalization Industry having held leading positions in Operations, Product & Marketing in large global companies including Adobe, Google, Uber and fast-growing startups. He's the Director of Globalization Programs at Automation Anywhere managing global scalable programs and supporting growth initiatives in Asia Pacific, Japan, Latin America, Europe and the Middle East.  He is fluent in Brazilian Portuguese, Latin American Spanish and English and is a citizen of Brazil, Italy, and the United States.  

Bridget Gibbs

Vice President | Director

Bridget is a Human Resource professional with over 20 years’ experience in learning and development, project management, organizational design, and change management. She holds a BA in Communication Management from the University of Dayton. Her interest in Remote Viewing began four years ago when she took her first RV class with Debra Lynne Katz.

Cindy Miller, Ph.D.

Treasurer | Director

Cindy's interests include the broader topic of anomalous and non-local phenomena of which Remote Viewing may be a modality.   She holds a bachelors and masters degree in mathematics, doctorate in engineering management and systems engineering, completed over 50 hours of graduate work in international relations, and was President and Chief Operating Officer of an internationally focused non-profit organization. Her scientific and analytical experience includes contributing to projects and research in sensor systems, high-energy physics, dynamical systems, modeling and simulation, quantum theory, and artificial intelligence.


Julia Ashley

Secretary | Director

Julia earned a BS degree in Cartography from Ohio University.  She trained in CRV with Teresa Frisch and Lori Williams, and OPRV with Julia Mossbridge, PhD.  Julia prepared professional computer-aided design drawings for architectural projects for many years.  She brings twenty years of non-profit support experience with American Mensa involving convention planning, fund raising, and coordinating volunteers. Julia also served as a member of Mensa’s Board of Directors for four years and Regional Chair for the Mensa Foundation scholarship program.


Elizabeth Barrera

Director

Elizabeth is a  remote viewer advanced level in many modalities. She is an energy healer using PEMF, natural empath, intuitive and mystic. Certified in many modalities of consciousness and esoteric arts. Has an Avatar Masters License and has a passion to teach. 43yrs automotive business development in the corporate sector with 29 years in IT.  She has extensive experience in project management, procurement, contract negotiations, education and training, network security, compliance and much more. Volunteers for including but not limited to TEDx, Red Cross, Habitat for Humanity and Hospice. Serves as IRVA-Education Director, volunteer/staffing management, and Conferences. [email protected]


Leonard Buchanan

Director

A retired Sergeant First Class in the United State Army, Lyn was a Remote Viewer, Database Manager, Property Book Officer, and Trainer in the US Army Remote Viewing Unit from 1984 to 1992. A founder and former IRVA director, he is the author of The Seventh Sense and currently executive director of Problems>Solutions>Innovations, a Controlled Remote Viewing training school, and founder of the Assigned Witness Program, a non-profit Controlled Remote Viewing applications and research corporation based in New Mexico.


T.W. Fendley

Director

T.W. (Teresa) Fendley is an award-winning speculative fiction author. She holds a BA in journalism and worked 25+ years as a reporter/editor and in corporate communications.

Since 2009, she has enjoyed making ARV predictions for horse racing, sports, and stock trades with the Applied Precognition Project (APP). She managed a weekly horse racing group and served as APP webmaster.

Teresa participates in ARV studies as a viewer and researcher.

Patty Gallagher, M.S.W.

Director

Patty holds a Master’s Degree in Social Work from the University of Pittsburgh and has worked with outpatient and hospitalized developmentally disabled adults. She later pursued an art career studying at Pittsburgh Filmmakers, receiving a graphic art, digital media, and photography certificate. Her interest in RV began when the military programs were declassified. Since then, she has been active in practice groups, establishing the Signal Line Remote Viewers in 2000. She publishes an RV webpage and monitors a weekly target practice group. Patty was featured in Eight Martinis Magazine Vol. 14 “Trainers,” and has presented at the IRVA Conference.


Jenifer Prather MPH, RN, PhD

Director 

Jenifer is a long time remote viewer and IRVA member. She is now acting co-director for the IRVA Research Unit (IRU). She is a Clinical Researcher with 20+ years experience n the management of single/multi-site Phase 1-4 sponsored and Investigator-Initiated human subject clinical trials. Active in: C-Level Suite communication/reports/scheduling, KOL engagement, study coordination, data management, contract negotiations, regulatory oversight and submissions, quality assurance, clinical research compliance, auditing, monitoring, multi-site management, adverse event reporting, gap analysis, technical writing, writing standard operating procedures, drafting training manuals, clinical trial education/training, networking with support groups, and patient recruitment/retention.

 

Mr. Gregory C. Radabaugh

Director

With a distinguished career spanning decades in information operations, special operations, and cyberspace, Greg has led strategic initiatives at the highest levels of government. As the former Director of the Joint Information Operations Warfare Center (JIOWC) and a Senior Executive in the Department of Defense, he has shaped global defense strategies, directed elite teams, and lectured at top institutions like Harvard and Texas A&M.

Debra Lynne Katz, Ph.D.

2022 - 2025

Debra has a Ph.D. in Psychology & a Master’s Degree in Social Work. She is the founder of the International School of Clairvoyance. She is the author of The Complete Clairvoyant, You Are Psychic, Extraordinary Psychic, Freeing the Genie Within, & co-author of Associative Remote Viewing: The Art & Science of Predicting Outcomes for Sports, Financials, Elections, and the Lottery. Debra is an accomplished remote viewer, clairvoyant, medium, energy healer, & parapsychologist. John Cook

2016 - 2022

John has been entangled with remote viewing since 1998. He holds a Bachelor’s Degree in Theology but has worked in information technology and as a business analyst for 24 years, most of that time at a multinational pharmaceutical company. John has contributed to research and operational remote viewing and psi projects as a viewer. He has a keen interest in the intersection of the physical and non-local aspects of consciousness, particularly how they relate to topics as diverse as precognition, synchronicity, art, artificial intelligence, and personal growth. John Cook is a former IRVA president.

Paul H. Smith, Ph.D.

2006 - 2010, 2015 - 2016

A retired Major in the United States Army,  Paul was a seven-year veteran of the military remote viewing program, and author of the remote-viewing program’s Coordinate Remote Viewing (CRV) Training Manual.  He is author of Reading the Enemy’s Mind: Inside Star Gate: America’s Psychic Espionage Program and The Essential Guide to Remote Viewing: The Secret Military Remote Perception Skill Anyone Can Learn.  He is a founder and former president and director of IRVA.  Paul is currently president and chief instructor for Remote Viewing Instructional Services, Inc., in Cedar City, Utah.

Glenn B. Wheaton

2015

Glenn B. Wheaton, Sergeant First Class, US Army (ret.) is the co-founder and president of the long-running non-profit Hawaii Remote Viewer’s Guild (HRVG), dedicated to the research and training of remote viewing. He is a retired military intelligence professional, having served in the Army Security Agency and later in Special Forces. He retired in 1993 as Senior SIGINT Advisor for the 1st Battalion, 1st Special Forces Group, and currently works in Honolulu as a radio frequency engineer.

Pam Coronado

2013 - 2015

Pam is the star of the popular television series Sensing Murder and has been involved in psi criminal work since 1996. She has consulted as a psychic detective to government and private agencies, including the Federal Bureau of Investigation, on some of the nation’s highest-profile crimes. A constant advocate for victims and their families, she is search and rescue certified and volunteers with the Fowler-O’Sullivan Foundation. Pam also provides training for those interested in assisting with psychic detective work. Pam Coronado is IRVA’s a former presi­dent and vice president of IRVA.

John P. Stahler

2010 - 2013

John, formerly president of a San Diego electronics design and manufacturing firm specializing in digital video processing devices, has been awarded several domestic and international patents. His designs have flown as experiments in NASA’s Space Shuttle Program. He is a co-investigator in the IRVA sponsored CRV-REG Study and served as IRVA’s secretary, vice-president, and board member. John studied CRV with Paul H. Smith, Lyn Buchanan, Ed Dames, David Morehouse, and through Psi Tech. He holds a Bachelor’s Degree in Business Administration and studied electrical engineering and computer science.

Stephan A. Schwartz

2004 - 2006

Stephan is a Senior Fellow at the Samueli Institute, former Research Director of the Mobius Group, and an Associate of the Cognitive Sciences Laboratory of the Laboratories for Fundamental Research. Author and researcher in extraordinary human performance for more than 30 years, focusing on anthropology and parapsychology. Stephan’s most recent book is Opening to the Infinite; his two classics, The Alexandria Project (1983) and The Secret Vaults of Time (1978) were revised and reissued in 2000. He has written and produced a considerable body of work in documentary film.

F. Holmes (Skip) Atwater

2002 - 2004

Skip is a retired United States Army Captain and was an Operations and Training Officer of the Army Remote Viewing Star Gate Unit from 1977 to 1987.  After retiring from the Army, Skip became Research Director at The Monroe Institute and later Executive Director. Since then he has published technical research on methods for expanding consciousness, authored the inspirational book, Captain of My Ship, Master of My Soul, and assisted hundreds of individuals in experiencing and exploring expanded states of consciousness.

Russell Targ

1999 - 2002

Russell Targ, of Palo Alto, California, is a physicist, author, and retired senior staff scientist from Lockheed-Martin. He is founder of Bay Research Institute, and ESP Research.com. Russell was a pioneer in the development of remote viewing and co-founder of the Stanford Research Institute’s investigation into psychic abilities in the 1970s and 1980s. Russell has authored many titles including Do You See What I See?: Memoirs of a Blind Biker and Limitless Mind: A Guide to Remote Viewing and Transformation of Consciousness. He is a founder, former director, and President Emeritus of IRVA.

CSIs are focused on either languages and/or geographical regions. They will be led by volunteer CSI leaders. CSIs help support IRVA’s goals and mission while providing extra activities, programs, and benefits to a specific subgroup that is delineated by either a non-English language (“foreign”) or geographical area outside of the United States and its territories.

In some cases, and with consultation with the IRVA Board of Directors, CSI activities may be linked to IRVA Education (IRVA ED) or IRVA Research Unit (IRU), broadening the audience for CSI activities.

IRVA IC develops the strategy, processes, and standards to ensure that the globalization of IRVA grows consistent with the vision, mission, and values of IRVA. Periodic IC Committee meetings are held to promote best-practices amongst current and aspiring IRVA CSI leaders.
