Since retirement, Dale has served for many years on IRVA's board and continues to be involved in IRVA activities and research projects. He was the former director of Stargate, the government’s RV unit at FT. Meade, Maryland, in its later years of existence and was the creator of the code name Stargate. Since retirement, he has facilitated Psi-RV-dream workshops, published two books. He performs Psi experiments with a focus on Psi dreams and the lucid dream state. His professional background includes ten years with aerospace companies, some with the Gemini space program, and thirty years in the Intelligence Community with the Foreign Technology (FTD) at Wright-Patterson Air Force Base, Dayton Ohio and the Defense Intelligence Agency (DIA) in Washington, D.C.

Stephen K. Hayes is a pioneering martial artist, author, and teacher best known for introducing the traditional Japanese ninja arts to the Western world. A longtime student of Dr. Masaaki Hatsumi, he later founded the martial art of To-Shin Do, integrating practical self-defense with principles of personal development and traditional mind sciences. The author of more than 20 books with over one million copies sold worldwide, Hayes has spent decades exploring the intersection of martial arts, meditation, and human potential through his studies in Japan, India, and Tibet.

Dr. Paul H. Smith is a founding member and former president of IRVA. He served in the U.S. military’s Star Gate remote viewing program and has authored books on remote viewing. Hakim Isler, widely known as “The Black MacGyver,” is a combat veteran, martial arts master, and television personality. A former U.S. Army Psychological Operations Sergeant with SERE training, he holds a sixth-degree black belt in To-Shin Do and is the creator of Psi Games, a competition fusing strategy, intuition, and mental discipline. He has appeared on Naked & Afraid, Kicking & Screaming, and Race to Survive: Alaska.

A retired Sergeant First Class in the United State Army, Lyn was a Remote Viewer, Database Manager, Property Book Officer, and Trainer in the US Army Remote Viewing Unit from 1984 to 1992. A founder and former IRVA director, he is the author of The Seventh Sense and currently executive director of Problems>Solutions>Innovations, a Controlled Remote Viewing training school, and founder of the Assigned Witness Program, a non-profit Controlled Remote Viewing applications and research corporation based in New Mexico.

Jenifer is a long time remote viewer and IRVA member. She is now acting co-director for the IRVA Research Unit (IRU). She is a Clinical Researcher with 20+ years experience n the management of single/multi-site Phase 1-4 sponsored and Investigator-Initiated human subject clinical trials. T.W. (Teresa) Fendley is an award-winning speculative fiction author. She holds a BA in journalism and worked 25+ years as a reporter/editor and in corporate communications. Since 2009, she has enjoyed making ARV predictions for horse racing, sports, and stock trades with the Applied Precognition Project (APP). She managed a weekly horse racing group and served as APP webmaster. Teresa participates in ARV studies as a viewer and researcher.

Luciano is a software professional with 20 years of experience in the Globalization Industry having held leading positions in Operations, Product & Marketing in large global companies including Adobe, Google, Uber and fast-growing startups. He's the Director of Globalization Programs at Automation Anywhere managing global scalable programs and supporting growth initiatives in Asia Pacific, Japan, Latin America, Europe and the Middle East. He is fluent in Brazilian Portuguese, Latin American Spanish and English and is a citizen of Brazil, Italy, and the United States. Luciano is leading IRVA's New International Committee.

Bridget is a Human Resource professional with over 20 years’ experience in learning and development, project management, organizational design, and change management. She holds a BA in Communication Management from the University of Dayton. Her interest in Remote Viewing began four years ago when she took her first RV class with Debra Lynne Katz.

Cindy's interests include the broader topic of anomalous and non-local phenomena of which Remote Viewing may be a modality. She holds a bachelors and masters degree in mathematics, doctorate in engineering management and systems engineering, completed over 50 hours of graduate work in international relations, and was President and Chief Operating Officer of an internationally focused non-profit organization. Her scientific and analytical experience includes contributing to projects and research in sensor systems, high-energy physics, dynamical systems, modeling and simulation, quantum theory, and artificial intelligence.

Chase is the creator of social-rv.com, and an Applied AI Engineer with 8 years of experience working in Big Tech and VC-backed startups in the San Francisco Bay Area. After winning the psionics track of the SF UAP Hackathon earlier this year, Social RV has become one of the largest and most advanced platforms for public psi experimentation.

Dr. Debra Lynne Katz is President of IRVA, holds a PhD in Psychology, and is a renowned author in the fields of clairvoyance, psychic development, and remote viewing. She is a professional remote viewer, clairvoyant, medium, energy healer, and parapsychological researcher.

Paul Thompson is an independent researcher focused on the intersection of remote viewing and financial markets with the goal of developing reliable forecasting. His professional background includes corporate banking and economic development and informs an applied and operational approach.

Shane is an electrical engineer with a background in digital signal processing and communication systems, bringing a rigorous technical perspective to the study and application of remote viewing. With a distinguished career spanning decades in information operations, special operations, and cyberspace, Greg has led strategic initiatives at the highest levels of government. As the former Director of the Joint Information Operations Warfare Center (JIOWC) and a Senior Executive in the Department of Defense, he has shaped global defense strategies, directed elite teams, and lectured at top institutions like Harvard and Texas A&M.

Following a career in medical research Angela Thompson Smith Ph.D. served five years at the Princeton Engineering Anomalies Research (PEAR) Laboratory. Following her work at PEAR, she relocated to Nevada to work as a Research Coordinator for Robert Bigelow. Dr. Smith was one of the original IRVA Directors/Members and has been a member of the IRVA Board several times over the decades. She was trained in CRV in the mid-1990's, by two Star Gate members: Dr. Paul H. Smith and Leonard "Lyn" Buchanan. Dr. Smith is also the Director of Mindwise Consulting that has trained remote viewers from around the world and carried out multiple application projects. She continues to teach and mentor students. Currently, Dr. Smith is working with a U.S. independent filmmaker in the production of a potential media series. Recently she became IRVA's Archivist, as well as being part of the IRVA Historical Team that is working towards ensuring the continuation of IRVA history.

Jana Rogge is the founder of the PSI.Vision Institute, a graphic designer with a university degree in visual communication, a publisher, and a former lecturer at Bauhaus University Weimar, Germany. Since 2022, she has held a position as research director at MK Advisors (USA), where she is in charge of RV-based research and decision-making procedures in the domains of technological and strategic application. Focus topics include the theoretical and methodological issues surrounding remote viewing, the creation of application domains, training and practice quality assurance, scientific research, and the establishment and upkeep of global networks. She is president of the Center Lane Project (CLP), editor-in-chief of two English-language magazines on parapsychology and remote viewing, and board member of the Society for Anomalistics (GfA) and other international professional networks in parapsychology, anomalistics, and consciousness research.

Caren Gallaudet is a US Naval Academy graduate who was trained as a hard hat Salvage Diver, and performed 2 deployments on the Mediterranean Sea in the 1990s on the USS Hoist and USS Grasp. Caren then earned a Master’s Degree in Underwater Acoustics and did research with the Marine Physical Laboratory and the US Navy using a passive drifting line array sonar in 2001. Caren and her husband Tim Gallaudet share a deep interest in UAP that began in 2017 and continues to this day, standing up as advocates for disclosure. In 2023, Caren decided to follow her growing interest in consciousness studies and train with Jana Rogge and Paul H. Smith in Controlled Remote Viewing. Caren has become a close research collaborator with Jana Rogge, contributing her scientific rigor to experimental design, and serving as a co-experimenter on ongoing remote viewing studies, while also working as an operational remote viewer.

Vance West is the owner and founder of Trinity Science International, LLC (TSI) a private investigation and intelligence agency. A licensed and certified investigative and security specialist since 1991, he has subject expertise in private investigation, intelligence gathering, surveillance, undercover operations, protective intelligence, Linux systems forensics, privacy and HUMINT/OSINT/PSIINT intelligence collection. A professional and operational remote viewer since 1999, Vance has been trained in and uses various methodologies. Preferring to largely stay “behind-the scenes” and anonymous in his contributions, Vance has publicly demonstrated successfully using remote viewing to win small lotteries multiple times in the past, is utilized in missing persons cases, and assists law enforcement, individuals and intelligence agencies in information collection taskings.

Traci Stein, PhD, MPH, is a Columbia University-trained psychologist and award-winning author who is certified in clinical hypnosis. She is also the creator of a series of popular guided meditations and the host of two podcasts: “Unpacking Possibility with Dr. Traci Stein,” and the paranormal podcast, “Curious Explorers” (with historian Kathy Kelly). Traci is also a former educator who integrated science and spirit in her work at the Spirituality Mind Body Institute at Teachers College, Columbia University. Her work has been featured in publications such as “O – The Oprah Magazine,” “Health,” “Shape.com,” “Women’s Health,” and others. In addition to the above, for the past 20 plus years, Traci has trained in various forms of intuitive development, including remote viewing, general psychic development, and mediumship.

Remote viewing doesn’t just teach us about distant targets. Done with curiosity, it teaches us about the one thing we carry into every session, ourselves. Perhaps one of its greatest gifts isn’t simply seeing beyond time and space, but discovering the nature of the consciousness that’s doing the seeing. We spend countless hours studying targets, refining protocols, and evaluating results. Yet every remote viewing session passes through the same instrument, our own consciousness. The better we know that instrument, the more clearly we can recognize what belongs to the signal, what belongs to our interpretation, and what belongs to the habits of our own mind. This presentation explores the idea that developing psi is also about cultivating a deeper relationship between the subconscious and conscious mind. The subconscious naturally perceives, connects, and communicates through sensation, imagery, symbolism, emotion, and intuitive knowing. The conscious mind gives those perceptions meaning. The more fluent it becomes in the language of perception itself, the more faithfully it can interpret what the subconscious communicates, instead of filling in the gaps with stories of its own. As that inner dialogue becomes clearer, psi naturally becomes clearer. But perhaps the greatest gift isn’t simply clearer perception. It’s developing a deeper relationship with ourselves and learning to trust the conversation that’s been taking place within us all along.

Faye brings with her a palette full of skills. This presentation explores the perceptual thresholds shared by visual art, clairvoyance, and remote viewing, proposing that these practices operate through parallel modes of attention and non-ordinary awareness. In my studio work, painting functions as a meditative inquiry into how perception arises - how images surface, dissolve, and reorganize themselves in the space between sensation, memory, intuition, and meaning. This liminal zone, where representation gives way to abstraction and interpretation remains fluid, mirrors the phenomenology of clairvoyant and remote viewing states: impressions arrive symbolically, partially, and often in forms that must be felt before they can be understood. Drawing on my background as a visual artist and my training in clairvoyance and remote viewing, the research examines how both disciplines rely on attunement, neutrality, and sensitivity to subtle information. Artistic perception is not passive looking but an active, embodied process shaped by attention, relational awareness, and the ability to hold ambiguity without collapsing it into analysis. These same perceptual mechanics underpin psi work. When approached through a phenomenological lens, the artist’s experience of “seeing” becomes a rich analogue for the viewer’s experience of receiving non-ordinary data. By tracing these shared thresholds - between image and intuition, matter and meaning, perception and consciousness - the presentation offers a framework for understanding artistic practice as a psi-adjacent methodology. It suggests that the skills cultivated through rigorous visual art training may support or amplify clairvoyant perception, and that psi-based approaches can in turn illuminate the unseen dimensions of artistic experience. Ultimately, the project proposes a unified perceptual model that brings art and remote viewing into meaningful dialogue, expanding how we understand both creative processes and non-ordinary ways of knowing.
